Working with the department, she has organised and implemented numerous projects for the government, as well as for large cities, counties and municipalities. These include large procurement procedures and investor competitions, as well as strategic partnerships in the fields of public transport, real estate, culture, sport, water, energy, construction, hospitals and waste disposal.

What did you find most challenging about entering public procurement practice?

There is both a challenge and a special pleasure in combining legal, economic and political aims to find the best solutions for structuring contracts and for public procurement processes.

What major projects are taking your focus at the moment?

Our focus at present is on several major projects, which include tram-trains, which form one of the largest European projects for rail vehicles (€8 billion) for principal players in Germany and Austria; research ships for the German government; railway infrastructure; emission-free trains; and buses.

Which public projects in Germany at the moment strike you as particularly innovative, and why?

Lifecycle projects, and projects with artificial intelligence and zero-emission energy sources, as these meet not only economic requirements, but also ecological and social criteria. The challenge is to design intelligent and goal-oriented procurement procedures and contracts that can be employed flexibly in the future, even when that future is uncertain.

What can public authorities do within the framework of public procurement to address the impact of the covid-19 pandemic?

Public procurement laws provide every opportunity to rapidly acquire masks, PPE, ICE units and much more. What is necessary is to apply the exception cases set out by those laws in creative ways. New legislation is not required.

What do public authorities in Germany look for in bids for public contracts in your experience?

Formerly, the public procurer would primarily look for the best price, then look for best price and quality. At some point, however, public procurers began to also look at operating costs and environmental effects – for instance, in projects involving vehicles or buildings.

Where, in your opinion, does the future of the practice area lie?

In future, major public procurement processes will become even more complex, as the public sector – setting the example for all companies or private persons who make purchases – will make even more effort to take into account the future effects which the products they purchase may have, including global effects. Factors that will become even more important than in the past include protecting resources, preventing child labour, reducing pollution, etc.

You have enjoyed a very distinguished career so far. What would you like to achieve that you have not yet accomplished?

I would like to continue working on the structuring of complex projects, and in future I would like to spend more time than I previously have on pro bono work – for example, for refugees. Career success is not the end goal and is certainly not the meaning of life.
