Tom Francis is an expert in project planning and forensic delay analysis. Tom has acted as lead delay analyst on more than 40 occasions.
Tom provides tender, live planning and expert witness services to the construction industry. His clients include businesses across the process, building and civil engineering sectors.
Tom's technical skills were gained as a site engineer with Costain Group. He developed a wealth of site experience before moving into project planning. Tom later joined Mace, where he analysed trade contractor’s programmes and delay and disruption submissions. Since then, Tom has acted as lead planning manager on several high-profile infrastructure projects.
His real passion is getting to the nub of a complex delay or scheduling issue to help resolve disputes. He has worked with legal teams in domestic and international adjudication, arbitration and litigation proceedings. His time at Mace, Knowles (now HKA), and Decipher has allowed him to hone his skills and knowledge over many years.
Tom has a particular interest in helping clients de-mystify complex infrastructure disputes. Tom is familiar with delay analysis under standard forms of construction contract. He understands the importance of selecting the appropriate methods for analysis. Alongside this work, he also provides live project planning support.Tom is an active member of the Chartered Institute of Building as well as Society of Construction Law. He is a fellow of the Chartered Institute of Arbitrators and Association of Cost Engineers. Tom also holds an MSc in Construction Law and a BA in in Building Management and Technology. Tom is a practicing member of the Academy of Experts.
