Stuart is a partner in the London office. He specialises in reviews of the overall achievability of a programme in terms of cost, schedule and risk; reviews of the governance and management of capital programme delivery; quantum valuation; and delay and disruption analysis, where he has been engaged as an expert witness.
Stuart is a chartered engineer, and a member of the Association of Project Managers and the SCL. He has over 20 years of experience working on complex capital projects across a number of industries in the UK and internationally. Stuart spent 11 years in industry as a project manager before joining PwC and becoming the UK head of construction disputes. After 10 years at PwC Stuart joined Accuracy in 2016.
He has assisted clients with projects in distress and in dispute situations across a broad range of industries including: engineering and construction; IT; nuclear; aerospace and defence; oil and gas; transportation; residential property; and banking.
His delay expert appointments include complex process plants, large-scale transport infrastructure (underground stations; airports), IT programmes and real estate including high rise developments.
Stuart’s commercial experience comes from leading teams of quantity surveyors at Taylor Woodrow where he was responsible for procurement; contracting; valuing works done; writing and assessing claims for acceleration; disruption; and prolongation.
Stuart has been appointed as an expert witness in international arbitration under ICC rules in the UK and Paris on numerous occasions. He has given oral evidence and been cross-examined on several occasions, including both delay and quantum matters, and has experience of concurrent evidence and simultaneous translation.
