Sercan is a delay expert with 14 years of experience in the construction and engineering industries. He has been appointed as an expert six times and has been cross-examined on three occasions. Sercan has also assisted delay experts in a number of ICC arbitration cases related to disputes in excess of US$1 billion.
Sercan is a skilled trilingual delay analyst and has acted as an expert for a Spanish dispute resolution board (DRB) in Colombia, and three arbitrations including cross-examinations in Chile and Peru. He has a proven ability to work effectively and professionally with counsel, arbitrators and opposing experts in disputes in excess of US$74 million.
Sercan is experienced in various forms of delay and disruption analysis, and effective in identifying the incidence, extent and causes of delays in construction and engineering projects. Sercan is proficient at explaining complicated technical issues in a way that allows for full understanding for all parties in dispute, and places significant emphasis on the use of easy-to-understand visuals in his expert reports.
Through his various roles as a civil engineer and consultant, Sercan has developed experience on several oil and gas, power and utilities, marine construction, transportation, and infrastructure, projects in Australia, Europe, the Middle East, South America, South East Asia and the US.
Sercan has a master’s degree in civil engineering with a focus on construction management from Virginia Tech. He is a certified planning and scheduling professional (PSP) and a certified earned value professional (EVP), and is a member, and the current president of, the Association for the Advancement of Cost Engineering International (AACEI) Greater Miami Section. Sercan is fluent in Turkish, English and has a professional working proficiency in Spanish.
