Who's Who Legal Construction: Expert Witnesses

Tony has 30 years’ experience in dispute resolution across infrastructure, plant and building works throughout Europe, the US, the Middle East, Asia and Africa. Tony has extensive experience in leading large expert witness cases involving the analysis of schedule delay and disruption and disputed final accounts. He has submitted over 150 expert reports and given evidence in High Court and arbitration tribunals in the UK, the Netherlands, Hong Kong, France and Egypt.

Tony’s considerable disputes experience spans marine and oil and gas facilities, both onshore and offshore. Projects have involved oil tank farms, gas and oil terminals, semi-submersible drilling rigs and drill ships, FPSOs, turrets, gas platforms, roll-on/roll-off ferries, and oil and gas terminals. Infrastructure and civil projects have included airports, rail, roads and dredging disputes, as well as plants in the nuclear, steel, cement, fertiliser, chemical and water treatment industries. In building works projects, he has been involved in commercial, industrial, residential properties and hospitals.

Tony’s experience at the sharp end of construction project management includes supervising multidisciplinary project reviews on FPSO, semi-submersible and other offshore structures, and also dealing with claims, litigation, commercial issues and troubleshooting. He has also developed planning, cost management and contract management procedures and project execution improvements for international projects, including gate review processes. In addition, he has been involved in bid reviews and project commercial issues such as delays, cost overruns, claims and disputes – both with clients and yards.

Tony is a qualified quantity surveyor who has published many papers, particularly on the topics of delay analysis and acceleration. He regularly gives seminars and undertakes bespoke training courses for clients. He was chairman of the fellows’ committee of the Academy of Experts, which is concerned with the professional development of the Academy’s senior members.
