Hayden is a founding director of Axiom Economics and the head of its New Zealand operations. He has over 15 years’ experience applying economics to legal disputes arising from matters such as merger proposals, access to essential facilities and enforcement proceedings involving allegations of the misuse of market power or anticompetitive conduct. Hayden has submitted expert reports in numerous regulatory and litigation forums throughout the Asia-Pacific region and has provided expert testimony before international mediators and arbitrators. 

Hayden has advised the New Zealand Commerce Commission, the Australian Competition and Consumer Commission and the Hong Kong Competition Commission – as well as many of the leading law firms in New Zealand and Australia. His experience spans a broad array of sectors including energy, media, aviation, building products, telecommunications, mining, transport, steel, insurance, petroleum, forest products, beverages, grains, payment networks, retailing, banking and finance, e-commerce and port services.

In the regulatory sphere, Hayden has undertaken numerous assignments in the energy, airport and shipping port, telecommunications, rail and road sectors. He has advised on a range of matters including the application and removal of regulatory price controls, asset valuation, regulatory design and rules, efficient upstream and downstream pricing and cost allocation. His clients have included policy makers, regulatory agencies, law firms, infrastructure operators and access seekers.

Hayden is a regular speaker at conferences throughout Australasia and has published papers and articles on a range of topics in competition and regulatory policy. He holds a Bachelor of Economics with first-class honours in economics and a Bachelor of Laws with honours from the University of Auckland.
