Luke Wainscoat is a senior economist at HoustonKemp with over 10 years’ experience of a wide range of competition and regulatory matters in Australia, New Zealand, the United Kingdom and the European Union.

Luke has a particular expertise in the application, interpretation and presentation of empirical analysis to provide clients with clear and focused advice for informing high-stakes decisions on competition and commercial damages matters.

Luke has advised clients on a number of antitrust issues, including merger clearance processes, applications for authorisation, access to bottleneck facilities, cartel investigations and the effect on competition of agreements and exclusive dealing. For example, he has undertaken analysis that established the appropriate market definition and likely competitive effects of numerous mergers and agreements, for use by clients in presenting their case to the Australian Competition and Consumer Commission (ACCC), and developed empirical evidence used as expert evidence in several Federal Court proceedings.

Luke has provided economic advice in relation to competition matters to an array of clients over many industry sectors, including cement, electrical wires, tobacco products, thoroughbred breeding, solar panels, banking, insurance, communications, magazines, travel agency, airlines, beer, dairying, coal, steel, ports and gas pipelines.

Luke holds a PhD in economics and a Master’s of Commerce in Economics degree from the University of Melbourne. He also holds a Bachelor of Science in Economics from the University of Warwick. Luke is a guest lecturer at Sydney University, where he has provided lectures on competition and regulatory economics in the law school and the economics faculty over the past three years.
