M Fevzi Toksoy, PhD is a partner of ACTECON, very prominent boutique advisory firm specialising in trade remedies, competition law and regulations. M Fevzi Toksoy is an EU law specialist and an economist, with master’s degrees from Istanbul and Brussels (ULB) in European Union law and economics, and a PhD in EU competition law. Dr Toksoy concentrates on EU and Turkish competition laws and international trade remedies. He offers solutions to clients in trade remedies investigations as well as competition investigations, merger clearances and preventive competition compliance programmes.

Dr Toksoy has broad experience in Customs Union-based issues such as parallel trade, customs duties and anti-dumping. He has contributed to a variety of anti-dumping investigations conducted in many industries (steel, ball bearings, polyvinyl alcohol, televisions, air conditioners, automotive tires, zippers, textiles, fibres, petrochemicals, glass, cement, solar panels, ceramics, iron and steel) by Turkish and other anti-dumping authorities (EU, USA, India, Indonesia, Singapore, China, the Gulf Cooperation Council, India and Brazil). 

He has extensive experience in trade remedies and related custom problems; in depth knowledge of the Turkish business world; and a well-established, excellent working relationship with Turkish public authorities including the Turkish Ministry of Trade. He helps clients tailor solutions to execute industry-specific strategies and build strong cases in anti-dumping, safeguard and anti-circumvention investigations and customs applications of trade remedies. For the last 15 years, Mr Toksoy has participated in more than 100 anti-dumping, safeguard and anti-circumvention investigations in various industries. 

Dr Toksoy has represented and assisted both domestic and foreign interested parties in several cases in Turkey and abroad, working alongside clients and cooperating law firms. He has extensive experience in domestic industry injury analysis and dumping margin calculations. The trade department of ACTECON is able to manage the economic/business considerations of clients and complainants by thoroughly analysing data, and uses the technical and financial findings as counter-arguments against an investigation authority’s claims.

He is currently advising cement manufacturers in an anti-dumping investigation initiated by the Israeli Ministry of Economy. As a result of Turkey’s safeguard investigation against steel and iron products, he is assisting one Chinese and three Korean producers in an ongoing investigation. Other recent investigations include representing two Korean companies in an anti-dumping investigation of terephthalic acid products that resulted with no measures. Dr Toksoy also assisted four different Chinese companies in an anti-dumping investigation of imports of seamless pipe products in which duties were lowered. He also represented a major German chemicals company in an anti-dumping investigation of sodium percarbonate products. The dumping margin was decreased by nearly one-third. Dr Toksoy assisted a Greek company in an anti-dumping investigation of tubes and pipes of refined copper. The first announced dumping margin was reduced by almost 45 per cent.

He is also the author of articles and books on competition law, EU law and WTO-related trade issues. He frequently takes part in conferences and panels on his professional expertise. Dr Toksoy regularly lectures on EU and Turkish competition law for the LLM degree at Marmara University’s EU Institute.
