Fabrizio Cugia is senior partner at Cugia Cuomo & Associati, a mid-sized Italian leading firm in regulatory, technology, corporate and privacy law. The firm’s privacy, IT and TMT practice groups are nationally and internationally recognised as leading practices in Italy, including The Legal 500, Top Legal, Chambers and Who’s Who Legal.

Fabrizio served as co-chair of the IBA communications committee and is contributing expert of the ABA. An expert in multimedia, IP and communications law, Fabrizio advises OTTs, communications operators and media companies on regulatory compliance, cybersecurity, data protection, privacy compliance models and antitrust validation of new services. He represents clients before the Italian Communications Authority and courts on commercial and regulatory issues implied in the offering of services on fixed, satellite and mobile networks. His additional expertise covers rights of way obligations, authorisation requests and participation in public tenders, M2M security obligations, nomadic and roaming agreements and project financing arrangements. He also advises operators and public administrations on antitrust issues related to the use and deployment of networks, smart cities, information technology services, VoIP, telematic online chat services, satellite and on-board personal communications. Fabrizio is the author and co-author of numerous publications on information technology, media, advertising and compliance programmes.

In 2017, Fabrizio assisted an international OTT on regulatory review on proprietary network and setting up new international network hub and landing point, with particular reference to regulatory obligations, sharing of infrastructure and access rights. In the same year, he assisted an international automotive player in the regulatory review and adoption of data protection and privacy measures, in the provision of mobile communication services and wireless machine-to-machine (M2M) services in relation to Italy, San Marino, and Vatican City. In the media sector, he assisted a primary media operator, on privacy regulation and applicable provisions on use of data and dissemination of information in the light of the freedom of the press.
