Owen specialises in the provision of legal and commercial advice on the procurement, delivery and operation of major infrastructure projects. He leads the Australian projects team at DLA Piper.
He has over 20 years’ experience in the structuring, tendering, negotiation and contract management of complex projects. He also provides strategic advice on the resolution of disputes arising out of major projects.
Owen has advised all relevant industry participants – governments, consortia, contractors, operators, financiers, investors, subcontractors, suppliers and consultants – on some of Australia’s most significant and complex infrastructure projects.
He is experienced in all forms of contracting including traditional procurement, relationship-based collaborative contracts (alliances, integrated project delivery, delivery partner model, managing contractor, etc), operating franchises, facilities maintenance contracts, outsourcing contracts and public private partnerships (PPPs). His experience extends across a range of sectors including government, transport, energy, resources, defence and social infrastructure.
He is highly regarded for his ability to develop innovative commercial and legal solutions to procurement challenges, and for his strategic advice on the resolution of disputes arising out of major projects. His clients describe him as responsive, efficient, creative and commercially savvy. He has a "can-do" attitude and excellent negotiation and legal project management skills.
Owen is a senior fellow at the University of Melbourne, where he teaches a course on public private partnerships as part of the master of laws programme. He chairs the thought leadership committee of the Society of Construction Law Australia and is a past council member of the Australian branch of the International Project Finance Association.
