With over 25 years' experience, Owen leads the Australian projects team at DLA Piper. He has an excellent market reputation and long-standing relationships with the full gamut of project participants including governments, consortia, contractors, operators, financiers and investors – on many of Australia's most significant infrastructure projects.

He is experienced in all forms of contracting including traditional procurement, collaborative and relationship-based contracts (alliancing, integrated project delivery, delivery partner model, managing contractor etc), operating franchises, facilities maintenance contracts and public private partnerships (PPPs). His experience extends across a range of sectors including government, transport, energy, resources, water, defence and social infrastructure.

Clients appreciate his ability to lead large teams on significant projects, managing the development of contracting strategy, market engagement processes, tender and contractual documentation, bidding strategies, tender evaluation, contract negotiations, and the subsequent management of contracts through the delivery and operation phases. Owen specialises in the provision of legal and commercial advice on the procurement, delivery and operation of major infrastructure projects. He leads the Australian projects team at DLA Piper.

He has over 20 years’ experience in the structuring, tendering, negotiation and contract management of complex projects. He also provides strategic advice on the resolution of disputes arising out of major projects.

Owen has advised all relevant industry participants – governments, consortia, contractors, operators, financiers, investors, subcontractors, suppliers and consultants – on some of Australia’s most significant and complex infrastructure projects. 

He is experienced in all forms of contracting including traditional procurement, relationship-based collaborative contracts (alliances, integrated project delivery, delivery partner model, managing contractor, etc), operating franchises, facilities maintenance contracts, outsourcing contracts and public private partnerships (PPPs).
