With over 25 years' experience, Owen leads the Australian projects team at DLA Piper. He has an excellent market reputation and long-standing relationships with the full gamut of project participants including governments, consortia, contractors, operators, financiers and investors – on many of Australia's most significant infrastructure projects.
He is experienced in all forms of contracting including traditional procurement, collaborative and relationship-based contracts (alliancing, integrated project delivery, delivery partner model, managing contractor etc), operating franchises, facilities maintenance contracts and public private partnerships (PPPs). His experience extends across a range of sectors including government, transport, energy, resources, water, defence and social infrastructure.
Clients appreciate his ability to lead large teams on significant projects, managing the development of contracting strategy, market engagement processes, tender and contractual documentation, bidding strategies, tender evaluation, contract negotiations, and the subsequent management of contracts through the delivery and operation phases.
