Noyan Göksu is a leading construction and arbitration specialist of Turkey, with numerous high-stakes cases argued before a wide spectrum of tribunals. Combining credentials as an ICSID arbitration advocate in Washington DC; a commercial and construction arbitration advocate in Turkey; a legal officer of the ECHR in Strasbourg; and an arbitrator, Noyan has been on both sides of the bench.
On the advisory side, his construction practice includes projects worldwide, advising ENR 250 contractors, employers and consultants on contract negotiation, drafting and reviews, contractual risk analyses, public tenders and construction regulations. He advised contractors operating in jurisdictions ranging from UAE to Uzbekistan, Serbia to Qatar, Iraq to Bangladesh and Afghanistan to Ethiopia, in addition to his main jurisdiction, Turkey. On the contentious side, he prosecutes a broad range of construction claims before courts and arbitral tribunals on delay damages, additional payment, design-defect, variations and performance bonds.
As an arbitrator, Noyan is recognised for his top-tier handling of construction disputes first and foremost. Currently, he acts as an arbitrator in multiple construction disputes.
For over 10 years, he has also been teaching at law schools and other academic and professional institutions as a part-time arbitration and construction law lecturer. He is a frequent speaker on construction disputes.
Noyan is a member of the Istanbul Bar and a registered foreign attorney of the English Bar. Before establishing Göksu | Aydin Attorneys at Law, Noyan was an arbitration associate at White & Case; head of arbitration at Turkey’s largest national firm; and, more recently, a partner at Pinsent Masons (construction advisory and disputes practice). He is a graduate of Yale Law School (LLM) and Galatasaray University Law School (LLB).
