Mr Kling is a director with Secretariat based in Los Angeles, California. Secretariat specialises in providing independent expert advice on construction projects in the areas of programming/scheduling (delay and disruption), contract review, cost/damages and productivity/inefficiency.

Mr Kling provides advisory and consulting services to public and private sector clients related to ongoing design/construction projects and commercial and construction litigation globally. Mr Kling specialises in litigation support and expert witness services related to damages, quantum, delay, disruption, loss of productivity and impact claims. He also has significant experience assisting clients with construction cost reviews and audits, change order and claims review, project management and controls assessments, project risk reviews, and construction fraud investigations. Mr Kling has been appointed as an expert on numerous disputes in Asia, Europe, United States, South America and the Middle East. He has testified as an independent expert on matters of quantum including disruption and loss of productivity related issues.

Prior to Secretariat, Mr Kling was employed by one of the top 10 general contractors in the United States working closely with the executive management team on cost and schedule issues. Mr Kling also has significant Big 4 accounting firm experience working with owners, developers, attorneys, and contractors on a variety of large projects including infrastructure, commercial, entertainment and hospitality, airports, education, healthcare, oil and gas, nuclear energy, high-rise commercial/ residential, highways and bridges, rail and tunnels and water/wastewater treatment projects.

In addition, Mr Kling has worked both as an engineer on several infrastructure projects and as an attorney representing architects and engineers in construction litigation. All of this experience, over more than 25 years, has provided him with a unique background and perspective in the engineering and construction industry that he is able to provide to his clients with a hands-on approach to solving problems across the entire project life cycle.

Mr Kling holds bachelor of science degrees in civil engineering and architectural engineering, a Juris Doctorate degree, and is Bar certified and a licensed professional engineer(PE) in several states.
