Michael Cooke has an enviable environmental practice that sees him focusing on sophisticated regulatory matters on a federal and state level with an emphasis on clean air matters.
Board-certified in state and federal government and administrative practice, Michael Cooke focuses his practice on administrative law, including environmental, utility and land use law. He represents industrial, agricultural, banking and developer clients on matters relating to clean air; climate change; electric generating facilities; renewable energy; telecommunications; utility plant and transmission line siting; water and wastewater; and permitting and zoning issues.
As former division of air resource management director for the Florida Department of Environmental Protection from 2003 to 2006, Michael managed the air quality programme; interacted with federal and local agencies; and oversaw permitting, enforcement matters and air regulations development for the state. Michael also served as general counsel for the Florida Public Service Commission in Tallahassee from 2006 to 2008. His responsibilities included conduct of rate cases, rule-making, enforcement proceedings, and decision-making for policy issues involving cost recovery for nuclear facility sites and renewable energy projects.
Michael represents clients in environmental regulatory matters, particularly in Clean Air Act permitting and compliance issues, including mobile source emissions issues. He has represented electric utilities, manufacturing, and agricultural entities in Title V and New Source Review matters. He is well versed in CERCLA, RCRA, TSCA, water and solid waste matters. He frequently assists clients with environmental and land use issues involved in merger and acquisition or property transfer transactions.
Michael is serving his second term on the state and federal government administrative practice certification committee of the Florida Bar. Certification is the highest level of recognition by the Florida Bar of an attorney’s competency and experience within an area of law and an attorney’s commitment to professionalism and ethics in practice.
