Biography

Michael F. D’Onofrio, PE, is a founding shareholder and the President of Capital Project Management, Inc.(CPMI), an independent engineering consulting firm that specializes in the analysis, resolution, and prevention of complex construction disputes.  He is widely recognized as an expert in the area of construction delay and disruption, and has provided expert witness testimony before various courts, Boards of Contract Appeal, ICC Arbitration, and Alternative Dispute Resolution panels. 

Mike’s 40 years of experience includes engineering, project management, and project controls. He specializes in the use of critical path method (CPM) scheduling, productivity/inefficiency, and learning-curve theories, and the line-of-balance technique. He has evaluated construction disputes that run the gamut—from delay, disruption and termination to differing site conditions and suspension—on a vast array of complex projects in the United States and internationally. Mike frequently offers his expertise on high-profile projects, including the Daewoo Engineering and Construction v. United States 53-mile roadway project in the Republic of Palau. Other clients include law firms, private owners, design professionals, and contractors.

Mike holds a Bachelor of Science in Civil Engineering and a Master of Science in Engineering Management from Drexel University. He is a member of AACE International, the American Society of Civil Engineers, the Construction Management Association of America, and the Project Management College of Scheduling. He is co-author of Avoiding & Resolving Construction Claims, published by R.S. Means Company, and has authored numerous technical papers and chapters throughout his career.  He also lectures at seminars and professional conferences.
