Biography

Lucas practises investment treaty arbitration, WTO law and public international law generally, and international commercial arbitration. He also acts regularly in litigation related to enforcement of awards, with particular experience in state immunity issues. He has been recognised through his ranking in directories as a leading junior in public international law and investment treaty arbitration since his first full year of practice at the Bar. He has acted for claimants and respondents in investment treaty and commercial arbitrations under ICSID, SCC, LCIA, ICC, UNCITRAL and ad hoc rules. Lucas is engaged to advise on complex issues of international arbitration and public international law, and also to have full-time carriage and management of contentious matters in these areas. Lucas’ law firm experience in handling large and complex arbitrations, and particularly investment treaty arbitrations, makes him uniquely suited to the carriage of such matters. Lucas acts as sole counsel or as counsel leading junior counsel in such arbitrations.

Lucas has published on state immunity, investment treaty arbitration, WTO law, public international law and commercial law. Lucas graduated with Bachelor of Laws and Bachelor of Arts degrees, both with first-class honours, from the University of Sydney; he was awarded the John George Dalley Prize for coming first in the final-year law courses. He graduated with a Bachelor of Civil Law degree (distinction) and a Doctor of Philosophy degree (with a thesis on international investment law) from Magdalen College, Oxford. He was world champion in three international mooting competitions: the Jessup International Law Moot, the WTO Moot and the ICRC International Humanitarian Law Moot. He is adjunct professor of public international law at Pepperdine University.
