Kwang Bae Park has nearly 20 years of experience in advising and representing clients in the telecommunications and IT sectors, especially in privacy matters pertaining to internet services.
Kwang Bae Park is a senior partner and leader of the technology, media and telecommunications (TMT) group, and the head of data privacy and cybersecurity (DPS) practice group, at Lee & Ko. He has advised various foreign and domestic companies for more than 25 years, with a focus on the full range of issues related to TMT and DPS. His experience includes a variety of matters connected to telecommunications; media; e-commerce; internet content and advertisements; IT outsourcing; data privacy compliance; data breaches, including advising internet platform operators on liability and regulations; e-payment and the open market; IT outsourcing agreements; litigation between mobile/fixed-line network operators; re-transmission litigation between cable TV companies and ground-wave broadcasting companies; and data breach litigations, including major cases caused by the largest data breach incidents in Korea.
Since 2008, he has been recognised by various legal ranking guides, including Asialaw, Chambers Asia and WWL, as a leading lawyer in the areas of TMT and DPS. These guides also frequently place his team in the top tier for TMT practice (including DPS). Chambers Asia describes Kwang Bae Park as a “seasoned TMT lawyer with up-to-date market knowledge”. He was also honoured to receive a National Medal of Merit from the Korean government (ICT sector), awarded to him by the president of Korea.
He has contributed more than 30 journal articles over the past 10 years, and made a number of speeches on various topics in the TMT and DPS fields. He has also participated in various international and domestic forums on related matters, focusing especially on the cross-border aspects of TMT and DPS.
With his expertise and experience in the TMT and DPS sectors, he has held various positions in public and private organisations, including external director of the Korea Internet and Security Agency (KISA) and the Korea Data Agency; and a member/commissioner of the regulation review committee at the Ministry of Science and ICT, the administrative judgment commission at the Korea Communications Commission, and the financial advisory committee for the financial IT sector) at the Financial Supervisory Service.
Kwang Bae Park is admitted to practise in Korea and the state of New York, and speaks Korean (native) and English (fluent).
