Karel is counsel in Allen & Overy’s Brussels office, and has 15 years’ experience in all aspects of EU and Belgian competition and state aid law.
He has represented a wide range of clients in merger control, abuse of dominance and cartel cases before the European Commission and the Belgian Competition Authority. As one of the few state aid experts at the Brussels Bar, a considerable part of his practice also involves representing clients in strategic state aid cases. He also litigates in competition-related matters before the courts and provides antitrust compliance support to his clients. Sector-wise, Karel has particular experience in the media, energy, financial, consumer goods and industrial sectors.
Recent experience includes advising Otary, Eneco and Electrabel (Engie) on the EU merger control and state aid aspects of their joint venture SeaMade; Procter & Gamble in an investigation by the Belgian Competition Authority; and a major waste management company in an in-depth state aid investigation.
Previously, Karel worked as a part-time assistant at the Institute for European Law at KU Leuven. He obtained an LLM from the University of Chicago Law School in 2004.
Karel is a regular speaker at conferences and seminars on state aid and competition law. He is the author of a number of legal publications in this area, including an annual chronicle on Belgian competition law. He is the co-author of a new state aid book to be published later this year. Karel is recognised as a state aid specialist in The Legal 500: Belgium (2019).
