John Livengood assists fact-finders by independently identifying costs, delays and responsibility for problems and events on construction projects. John is an experienced claims expert with more than 40 years of experience in construction, design, delay analysis and litigation.

John is a registered architect and attorney, with proficiency in architectural design, construction, project management, government contracts, litigation support, mediation, arbitration and construction litigation. He has extensive sector experience in industrial and petrochemical facilities, power generation facilities, transportation facilities, military bases, remediation projects and communication facilities, as well as residential projects of all sizes.

As an expert witness, John has testified in court and arbitration proceedings providing expert evidence in both the US federal and state courts, numerous international arbitral forums, and before special administrative panel hearings throughout the world. These cases have included major civil construction projects, as well as buildings and residential properties, where the value at issue has often exceeded $500 million.

Some of John’s notable work in the United States has included major projects such as the International Air Terminal in Baltimore; Wilson Bridge in Washington, DC; Bronx Court House; Big Dig in Boston; Metlife Stadium for the football Giants and Jets; and IPSCO Steel Mill. His international portfolio of work includes projects such as Hong Kong’s Chek Lap Kok Airport; petrochemical plants in Europe; King Khalid Military City; Bahrain Naval Air Station; and King Saud University in the Middle East, as well as several large projects in Canada.

John has written numerous articles for various publications and industry magazines and is one of the principal authors of the AACE Recommended Practice on Forensic Schedule Analysis (29R-03). John sits on the board of directors of the Society of Construction Law (North America) and was president of AACE International (2016–2017), a worldwide professional association whose members are involved with cost engineering and project controls.
