James Breeden is a founding member of UNO International Trade Strategy and is managing partner of its Washington, DC office. He specialises in the economic analysis, and financial and cost-accounting issues, associated with trade remedy matters. James has participated extensively in trade remedy proceedings conducted by the US Department of Commerce and also has experience advising companies participating in trade remedy proceedings before the Department of Trade Remedies (Brazil), the Ministry of Commerce (People's Republic of China), the Ministry of Commerce and Industry (India) and the European Commission. Based on his extensive knowledge of government laws, regulations and practices, James has developed systematic and proven methodologies for providing assistance to companies involved in trade remedy proceedings. This includes identifying dumping and countervailing duty margin drivers in order to assist companies address those areas directly impacting their duty liability. 

James has advised companies located in the United States, Mexico, Canada, China, Belgium, Brazil, Israel, South Korea, Indonesia, India, Japan and Thailand. He has extensive experience working with companies in the steel, chemical, agriculture, textile, forestry, automotive and consumer goods industries. James has also participated as an expert in trade remedy seminars conducted in Vietnam, China and Brazil. 

James worked for three years at the US Department of Commerce as a case analyst in the Office of Anti-dumping/Countervailing Duty Enforcement. During his tenure, James was recognised for his contribution to the anti-dumping and countervailing duty regulations published in 1998. 

James holds a BA in history from Southern Methodist University and a master's degree in international business studies from the University of South Carolina.
