Gabriel González-Ruiz A possesses expansive knowledge of administrative and public law proceedings, particularly those in relation to public procurement.
Gabriel Gonzalez-Ruiz has been a partner at Icaza, González-Ruiz & Alemán since 1990.
He specialises in public procurement and privatisations, administrative law, commercial law, tax law, banking law, mergers and acquisitions, and project finance.
In his career, he has served as a legal adviser for domestic, international and multinational companies in important public infrastructure projects, such as construction of: the second bridge over the Panama Canal (Centennial Bridge); the second phase of the Balboa Terminal Port expansion; and the third set of locks, and the Pacific Access Channel (PAC), in the the Panama Canal expansion project. He also served as legal adviser to Empresa Nacional de Autopistas (ENA) and ENA Sur in the acquisition of 100 per cent of the capital stock of ICA Panamá; and in the securitisation of revenues for tolls on the Corredor Sur motorway.
Gabriel has been involved as legal counsellor for local and international clients, such as Tocumen International Airport, the Ministry of Economy and Finance, and Carvajal (Colombia).
In 1978, Gabriel obtained a degree in law from the University of Panama with the thesis "The Autonomy of Commercial Law", which was commended by examiners. He is a member of the Panama Bar Association.
