François Tenailleau is celebrated as one of the foremost administrative litigators in France, and has over 20 years of experience acting for clients in the financial and infrastructure sectors.

Biography

François has been a lawyer with CMS Francis Lefebvre Avocats since 1998. As a partner, he is active in public business law, and particularly in public contracts (including public procurement contracts, concessions, public-private partnerships, agreements relating to the occupancy of the public domain, complex contractual arrangements); and other public law matters, such as urban planning, environment, financing of public entities, public institutions and state aids. 

For 20 years, he has been acting as an adviser and a litigator for his clients: especially operators in all economic sectors and building companies, financial institutions and infrastructure funds, as well as public sector entities. 

He is regularly consulted by French government authorities and professional organisations. He was recently appointed as an expert to participate in the group that was set up for the drafting of the new French public procurement Code.

He has made several contributions to Jurisclasseur (Lexis Nexis edition). 

François is a member of the Public Contracts in Legal Globalization network; the Centre of Expertise for the Observation of Public-Private Partnerships (CEF-O-PPP); and the French Association of Business Lawyers (ACE). 

He is a lecturer at the Sorbonne Law School (master’s II in public business law, Paris I University). 

He holds a postgraduate degree in public law from Paris I University (1996), and graduated from the Business Public Law Institute (Paris Bar School and Paris XI University, 1998). 

A French native speaker, he is fluent in English.
