Professor Édis Milaré was public prosecutor of São Paulo from 1970 to 1994, and state attorney of the São Paulo from 1980 to 1994. In 1985, during Franco Montoro’s government, the prosecutor’s offices for the environment created a programme for its coordination with the prosecutor’s office of the state of São Paulo.
