Declan has 29 years industry experience across project and construction management, contract management, claims and dispute resolution.
He has provided advice to main EPC contractors and specialist subcontractors, as well as support to dispute resolution teams at law firms, across many construction disciplines on an extensive international basis, in over 20 different countries throughout Europe, Latin America, Africa, South East Asia and the Middle East.
Declan is extremely well versed in all aspects of the assessment, preparation and defence of claims with a focus on forensic delay analysis, damage quantification and resource productivity analysis.
A Fellow of the Chartered Institute of Arbitrators, Declan has an exceptionally strong background in all forms of dispute proceedings including arbitration, adjudication, conciliation and Dispute Adjudication Boards (DAB).
He has acted as Expert Witness many times, including with respect to project delays, quantum and resource productivity issues, in multiple forms of dispute resolution proceedings and under various arbitration rules and has testified as technical expert in numerous international arbitrations.
His experience transcends multiple sectors, including power (renewable, fossil fuels and nuclear), oil & gas (including refineries, LNG Platforms and petrochemical facilities), civil infrastructure (including roads and bridges), water treatment and desalination plants.
A native English speaker with strong Spanish and German skills, Declan also presents at a number of international conferences and continues to deliver a variety of training courses to clients on contract and claims management and dispute resolution.
