Austin Duffy is a chartered civil and structural engineer with over 30 years’ experience in the planning, design, procurement, delivery and management of complex engineering and construction projects globally.
Having worked at director level with leading international project management firms, and design and build contractors, he has extensive experience acting for both client and contractor entities in the delivery of large-scale, complex and high-value construction and engineering projects.
Austin’s experience spans healthcare, commercial, residential, industrial, retail, leisure, education, technology, renewable energy and power, mining, process, pharmaceutical, oil and gas, and civil engineering sectors, with demanding programme and budget constraints, while maintaining the highest health, safety, environmental and quality standards.
He has been instructed as an independent expert on project management and construction management performance/negligence matters, as well as an expert on programming, delay, disruption and acceleration issues over 50 times. He has submitted written evidence in conciliation, mediation, adjudication, litigation and international arbitration proceedings and has testified, including the provision of concurrent evidence (or “hot-tubbing”), in ICC, HKIAC, ICSID, UNCITRAL, DIAC and LCIA arbitrations on numerous occasions.
Austin is head of the construction project advisory group at Blackrock Expert Services. He is regularly retained by both private and public-sector clients to provide strategic development and project management advice, as well as programme management advisory services, on major capital investment programmes.
