Six construction partners have joined Pillsbury Winthrop Shaw Pittman LLP from Howrey LLP.
John Heisse, David Dekker and Robert Thum are among the group who will serve from the firm’s San Francisco, Los Angeles and Washington DC offices in various divisions but commonly within the litigation and construction fields.

Based in San Francisco, Heisse represents domestic and international builders, developers and designers in every phase of public and private construction, from initial planning through dispute resolution.
Dekker, based in DC, focuses on civil litigation and dispute resolution. He has handled cases at trial and appellate levels involving complex insurance coverage disputes, construction claims and other commercial matters. Dekker also counsels clients on risk management issues, including the structuring of large construction projects.
Thum provides contract advice and dispute resolution services for owners, engineers, general contractors and major trade subcontractors. Based in Los Angeles, he has litigated and arbitrated a wide variety of cases involving major infrastructure projects as well as refineries, industrial plants, schools and high-rise buildings.
Heisse will serve as leader of Pillsbury’s firm wide construction litigation team.
Before joining Howrey in 2008, all three partners practised at Thelen LLP who won the Who’s Who Legal firm of the year award for construction in 2007.
In addition, the team will include two counsel in Los Angeles, five associates in DC, one associate in San Francisco and one associate in New York.
All three partners feature in The International Who’s Who of Construction Lawyers.
