Alex Okuliar is an antitrust regulatory lawyer and litigator with an 18-year career spanning both private practice and government service at the Federal Trade Commission (FTC) and the Department of Justice (DOJ) antitrust division. Alex currently focuses on representing clients before the agencies in mergers, conduct investigations, and policy matters.

Before joining Orrick in 2015, Alex spent three years advising FTC Commissioner Ohlhausen on competition policy and enforcement matters. His work covered numerous business sectors, including technology hardware, software, social media, healthcare, oil and gas, and retail distribution. He also focused heavily on international policy issues, the intersection of IP and antitrust, as well as the role of big data and privacy in competition analysis. Alex advised on many notable matters, including Office Depot/OfficeMax, Universal/EMI, In re McWane, FTC v Actavis, and In re Google/Motorola Mobility. Prior to the FTC, Alex was a trial attorney at the DOJ antitrust division and worked on dozens of investigations and litigated matters, including Google/ITA, NASDAQ/NYSE, and NYSE/Deutsche Börse.

Before the government, Alex practised for over a decade at major international law firms defending clients in class action litigation and mergers under review by federal, state, and foreign antitrust and competition agencies.  

Recently, Alex contributed a chapter to the widely read Intellectual Property and Antitrust Handbook (2nd ed 2015) and is co-editing the new edition of Handbook on the Antitrust Aspects of Standard Setting (forthcoming). He serves as the co-chair of the intellectual property committee of the ABA section of antitrust law and on the executive committee of the telecommunications and electronic media practice group of the Federalist Society.
