Israel has 20 years’ experience in the construction industry, specialising in providing advisory and litigation consulting services on domestic and international construction projects in the areas of schedule delay and cost overruns. In addition, he has prepared and defended claims, and provided expert testimony (oral and written) and litigation support for mediations, arbitrations and trials.
Israel’s experience includes construction project management, project controls management, contract management, CPM scheduling and delay analysis, loss-of-productivity analysis, damages analysis, and change order review. He is also well versed on analysis protocols recommended by international organisations such as AACE International and the Society of Construction Law.
Israel’s sector experience in the United States and Latin America includes power generating facilities and gas pipelines; bridges, highways, tunnels, and railways; heavy industrial and mining; water treatment facilities; commercial buildings (mixed-use developments, hotels, sports venues, and high-rise construction); and embassies, educational facilities and libraries.
The projects for which Israel has provided his expertise have entailed a variety of issues such as delay, disruption, acceleration, force majeure, differing conditions, contract risk allocation, and termination for default, among others. His clients include owners, contractors, subcontractors, suppliers and insurance companies.
Israel has lectured at various international conferences regarding project administration and construction claims issues.
