Who's Who Legal Arbitration: Expert Witnesses

Boaz Moselle heads Cornerstone Research’s European international arbitration practice. He has provided testimony in both commercial and investment treaty arbitrations, including oral testimony on approximately thirty occasions.

Dr Moselle is an economist with extensive expertise consulting on competition, regulatory, and commercial issues in energy markets, including natural gas, electric power, coal and renewables. His work as an expert has included the assessment of damages arising from breach of contract and/or investment treaty obligations; testimony on a range of competition and regulatory issues; and analysis of natural gas and LNG markets in relation to disputes over pricing in long-term supply contracts.

Global Arbitration Review shortlisted Dr Moselle for its annual “Most Important Decision” award, in honour of his arbitration work on Eastern Mediterranean Gas v Egyptian National General Petroleum Corporation and Egyptian Natural Gas Holding Company.

As a former managing director of Ofgem, Dr Moselle also acts as an expert adviser on a range of regulatory and competition matters. He has analysed several EU utility mergers and has also provided analysis and testimony on a variety of competition matters in and outside of the energy industry.

Dr Moselle teaches in the Brussels School of Competition and is a guest lecturer at Queen Mary University of London School of Law. He is a coeditor and coauthor of Harnessing Renewable Energy in Electric Power Systems: Theory, Practice, Policy; and coauthor of a textbook on econometrics, Managerial Statistics: A Case-Based Approach. He has extensive scholarly publications on a range of economic topics.

He was formerly with FTI Consulting, where he was the senior managing director in its economic and financial consulting practice, and an executive vice president in FTI’s competition economics subsidiary, Compass Lexecon.

Boaz Moselle holds a PhD from Harvard University. Earlier in his career he taught at Northwestern University, and was a Managing Director and member of the board of Ofgem, the regulatory authority responsible for the application of competition law in the energy sector in the UK. He teaches on competition and regulation of network industries at the Brussels School of Competition.

Dr Moselle has submitted written testimony to courts, competition authorities, regulators, and arbitral tribunals in many jurisdictions within and outside the EU, addressing a wide range of competition (and other) matters. He regularly provides oral testimony in international arbitration and other proceedings. His main focus within competition economics is on matters involving the energy industry. Dr Moselle is a co-editor and co-author of a book on the economics of renewable power generation; co-author of a chapter on the natural gas industry in the Encyclopedia of Law and Economics; and author of many scholarly publications in peer-reviewed journals.

Dr Moselle was educated at Harvard University (PhD), Queen Mary University of London (PhD) and the University of Cambridge (BA).
