Kichang Chung is a senior foreign attorney of Yoon & Yang LLC, Seoul, Korea. He is an expert in international trade, advising sovereign government and global companies to solve problems arising out of the international trade in goods, services, and intellectual properties. He also advises clients on the legal and policy issues of the international trade.
Kichang’s major practice area is dispute settlement before the World Trade Organization (WTO) in Geneva, Switzerland. Prior to joining Yoon & Yang, Kichang worked for the Korean government and represented the government as a legal counsel in numerous WTO disputes, including Korea - Paper (DS312), Japan - DRAMs (DS336), Korea - Beef (DS391), EC - Airbus (DS316), US - Boeing (DS353) and China - Rare Earth (DS431/432/433). He also represented the Korean government as the lead negotiator at the DSU review negotiations, the mandate of which was to clarify and improve the procedural law of the WTO dispute settlement proceedings.
In addition to his expertise in WTO dispute settlement, Kichang has advised clients on various issues of international trade related to the industries of consumer electronics, automobiles, shipbuilding, and steel products. He also advises clients on the regulatory and policy issues on anti-dumping, subsidies, technical regulation, government procurement, food safety and investments.
Kichang advises the Korean government and global companies on various issues of international trade, including TPP, TiSA and other regional trade agreements between Korea and US, EU, China, and ASEAN. Currently, he is advising the Korean government in two pending WTO disputes: one for trade remedy issue and the other for sanitary and phytosanitary issue.
