Kichang Chung is a senior foreign attorney of Yoon & Yang LLC, Seoul, Korea. He is an expert in international trade, advising sovereign government, global companies, and trade associations to solve problems arising out of the international trade in goods, services, and intellectual properties. He also advises clients on the legal and policy issues of the international trade.

Kichang's major practice area is international trade litigation before the World Trade Organisation (WTO) in Geneva, Switzerland. Prior to joining Yoon & Yang, Kichang worked for Korea's Ministry of Foreign Affairs and Trade (now Ministry of Foreign Affairs) and Ministry of Trade, Industry and Energy. In the government, Kichang represented the government as a legal counsel in numerous WTO disputes, where Korea was a party and a third party. These include the anti-dumping dispute (on certain paper) between Korea and Indonesia, the countervailing duties dispute (on DRAMs) between Korea and Japan, the sanitary and phyto-sanitary dispute (on beef) between Korea and Canada. Kichang also represented the government in major WTO disputes between other countries, such as governmental subsidy disputes on large civil aircraft (Boeing and Airbus) between the United States and the European Union, China's export restrictions on rare earth, the United States' country of origin labeling measures, and the European Union's tariff classification on IT products. He also represented the Korean government as the lead negotiator at the DSU review negotiations, the mandate of which was to clarify and improve the procedural law of the WTO dispute settlement proceedings.

In addition to his expertise on the government to government dispute settlement under international trade agreements, he advises clients on the regulatory and policy issues on anti-dumping, subsidies, technical regulation, government procurement, food safety, services, investments, and intellectual property rights, arising out of various multilateral and bilateral trade agreements, such as TPP, TiSA, and RTAs between Korea and US, EU, China, and ASEAN. Kichang also advises clients on the issues of public international law, based on other international agreements, such as OECD, IAEA, and BITs for investor-state dispute settlement.

Kichang often appeared in the press, actively participated in international conferences as speaker, and gave lectures on international trade law in universities. Recently, Kichang has successfully advised the Korean government in a trade remedy dispute between Korea and United States. He is also representing the government in a WTO dispute on sanitary and phytosanitary measures with respect to food safety.
