Graham Ragan is a Gowling WLG partner practising in Aboriginal law, procurement law, public law and general litigation. He is a member of the firm's Aboriginal law, procurement, supreme court of Canada services, and government affairs groups.

Graham has over 10 years of experience in advising clients across Canada on a variety of Aboriginal law issues, including elections disputes, Aboriginal and treaty rights, taxation, governance, self-government negotiations, consultation and accommodation and economic development. Graham's clients consist of First Nations, Inuit and Métis communities across Canada, as well as private sector interests seeking to do business with Aboriginal communities.

Graham has extensive experience advising private and public sector clients on the laws and policies relating to procurement, including in assessing legal risks before, during and after the bid solicitation process. In addition to advising clients participating in bid solicitations, he has experience in the design and conduct of competitive solicitations for public and private sector companies. Graham also has experience in representing clients in bid protests and related litigation at the Canadian International Trade Tribunal, as well as at both the federal and provincial courts.

Graham's litigation experience includes appearances before provincial and federal administrative tribunals. He has also appeared in the Tax Court of Canada, the federal courts and the Supreme Court of Canada.

As a member of Gowling WLG's government affairs group, he has advised clients on a variety of regulatory matters, including compliance with federal and provincial lobbying laws.
