Mr Percival Billimoria (Percy) is a senior partner of AZB & Partners. Percy, who is also a chartered accountant by qualification, has, during a career span of over 27 years, specialised in legal services to international companies and investors doing business in India. His expertise includes commercial and antitrust litigation. Percy appears before the Competition Appellate Tribunal (COMPAT) and the Supreme Court of India on anti-trust matters apart from undertaking commercial litigation at other forums.
In particular, Percy has argued key matters before the Competition Appellate Tribunal (COMPAT) concerning issues such as abuse of dominance and cartelisation. Major matters include representing an explosives manufacturer in defending a finding of bid rigging of a reverse auction held by Coal India Limited; and representing a manufacturer of glass tubing in an appeal against a finding of abuse of dominance – a matter which is the first appellate decision pertaining to abusive behavior based on complex antitrust concepts such as discriminatory pricing and margin squeeze.
Percy is a member of the Associated Chambers of Commerce and Industry of India’s (ASSOCHAM) national council for competition law and also the unilateral conduct committee of the American Bar Association’s section of antitrust laws. Percy has also been recognised by the Asia Pacific Legal 500 as a “fine lawyer” and a leading individual who comes “highly recommended”. Chambers & Partners 2014 has commended Percy for his “direct and pragmatic style which inspires confidence in clients” and singled him out for his skills in litigation as a leading individual in India. In Chambers & Partners 2015, he is described by commentators as a "very impressive litigation counsel with a good knowledge of the economics behind competition law".
Percy has also been nominated the “Best Competition Litigation Lawyer” at the Legal Era Awards (2014).
