Steven is a leading authority on the management of international asset recovery. As the founder and senior partner of PCB Litigation he has overseen its development to become one of the leading specialist litigation firms in London with an international clientele and excellent global connections.

Steven’s work involves disputes in the energy, finance and telecommunication sectors as well as many others. These have covered jurisdictions as varied as Hong Kong, Singapore, Russia, British Virgin Islands, Cyprus, Jersey and Kazakhstan as well as the UK and the US. His clients include both state enterprises and business organisations

Among his most notable recent cases have been Daar Al Arkan v Al Refai and others; VTB v Nutritek; Berezovsky v Joseph Kay; Ritz Hotel v Al Geabury; and Bank of Moscow v Chernyakov.

Steven has an immense personal reputation which is recognised by a range of legal directories. In recent years he has been credited for being “focused and creative” (The Legal 500), and “a wise and excellent strategist… who  thinks outside the box” (Chambers). Most important of all he is described as “always seeking to push the boundaries of what you can achieve to maximise a client’s position” (Chambers). In the 2015 edition of Who’s Who Legal: Asset Recovery, Steven topped the list of Europe’s most highly regarded individuals in this area, being described as “world-class” with “a huge client base.” In The Legal 500 Steven was recognised as being “unparalleled” and the “doyen” of his practice area. He has been listed by The Times of London as one of 100 key influential figures.

Steven is an active member of the wider legal community and has taken on a number of important public roles, including deputy chairman of the Fraud Advisory Panel; founder member and former chairman of the UK’s Commercial Fraud Lawyers Association; and a member of the Dubai International Financial Centre Courts. He is also a member of the recently formed panel advising the Home Office on public/private strategies to counter fraud. Together with Anthony Riem, Steven is the English representative of Fraudnet (, the ICC’s global network of asset recovery specialists.
