Thilo Klein is an executive vice president in Compass Lexecon’s European competition policy practice, based in Düsseldorf and London. Thilo has more than 12 years’ experience as an economic consultant, during which he has advised clients from a wide range of industries, in all fields of competition policy and in a variety of jurisdictions including the European Union, the UK, Germany, Austria, and countries in Eastern Europe and Scandinavia, among others.
Thilo has advised on numerous merger cases both before the European Commission and in other jurisdictions. Recent EUMR phase-II cases include H3G Italy/WIND/JV, Siemens/Dresser Rand, H3G/O2 Ireland and H3G/Orange Austria (for the main parties), as well as GE/Alstom and TeliaSonera/Telenor/JV (for third parties).
Thilo has ample experience in the economics of article 101 and article 102, both in an advisory function and as an expert witness. Inter alia, he was involved in the UK cases of National Grid Meters, Dairy Retail Price Initiatives and Newspaper and Magazine Distribution; several high-profile European Commission investigations (eg, the marine hoses and cathode ray tubes investigations); and cases in several other jurisdictions. He also regularly advises clients in cartel damages litigation.
Prior to his career in competition economics consulting, Thilo worked as an economist in senior positions for several public and private institutions in Peru. Inter alia, he was a Commissioner at the Peruvian competition authority INDECOPI.
Thilo is fluent in English, German and Spanish. He was educated at the University of Cologne and at York University, where he obtained an MSc in economics (with distinction). He also holds a postgraduate diploma in EC competition law from King's College London.
