Who's Who Legal Competition: Lawyers

Dirk Arts is a partner in Allen & Overy LLP’s Brussels office and leads the EU and Belgian competition law practice.

Dirk has particular experience within the energy, media, chemical, retail and automobile sectors. He represents clients in cartel investigations conducted by both the European Commission and the Belgian competition authority as well as on multi-jurisdictional, EU and Belgian merger control cases. He also advises multinational and Belgian clients in administrative and judicial procedures, both before European and national authorities and courts.

Recent cases include advising on the €3.6 billion sale of Omega Pharma, the Belgium-based manufacturer and distributor of healthcare products, to Perrigo, a US-listed, Ireland-incorporated pharmaceutical company; and advising Corelio Publishing, the Belgian media group, and Waterman & Waterman, an investment vehicle, as shareholders in De Vijver Media on the reshuffle of its shareholders’ structure, involving the entry by Liberty Global through its subsidiary Telenet.

Dirk is a member of the editorial board of Tijdschrift voor Belgische Mededinging (TBM) and a founding member of the Belgian Association of Competition Lawyers. He previously worked as a research assistant at the Institute for European Law of the KULeuven before serving as a référendaire in the General Court. He teaches judicial protection in the EU at the Vrije Universiteit Brussel and a yearly introductory course at the College of Europe in Bruges.

Dirk is recognised for his expertise in both EU and national competition law. Chambers Europe (2015) states: “Clients appreciate his experience and calm approach, saying: "He is brilliant and manages to remain calm all the time. He gives top-quality advice."
