Scott leads Navigant’s Latin America Construction Group. He has 33 years of industry experience, specialising in the analysis of costs and damages and has worked on more than 300 construction projects and government contracts.
Scott works with project owners, contractors, subcontractors, A/E firms, and sureties on projects ranging from turnkey (EPC) contracts to build-to-print projects. His expertise includes damages arising from changed work, defective design, delay, losses of efficiency, acceleration and contract terminations.
His sector expertise includes power plants, oil and gas, transportation infrastructure, US government construction contracts and US government aerospace contracts.
Scott has provided expert testimony in litigation in ICC arbitration, the US Court of Federal Claims, the US Civilian Board of Contract Appeals (GSBCA), state court (GA, PA, VA), US federal district courts (MO, SD, VA), and AAA arbitration.
Scott has participated in numerous speaking engagements throughout the years including before the ABA Construction Forum, the ABA Public Contract Law Section, and the Construction SuperConference. Recently he lectured on the topic of “Efficient Administration of Construction Projects” at a conference in Lima, Peru.
Scott is fluent in Spanish and has a working knowledge of Portuguese.
