Who's Who Legal Corporate: Merger & Acquisition

Maxim Telemtayev manages the firm's practice in the Republic of Kazakhstan and other Central Asia countries, supervising the Astana office. For over a decade, Maxim has represented major local and international companies from sectors of the economy including energy, mining, power generation, and the banking industry.

He has worked on some of the largest and most challenging public and private acquisitions, reorganisations and consolidations in Central Asia. From advising on the due diligence of assets to be acquired and counselling on the financing aspects of an acquisition, to assisting with public offerings and listings on capital markets around the world, Maxim has in-depth experience in all aspects of M&A. Significant transactions include providing specialised and sector-specific advice to a number of western resource and precious metals companies in multimillion-dollar acquisitions and dispositions of gold and uranium properties in Kazakhstan. 

In addition to practising commercial law and being part of the Legal Working Group under the Foreign Investors' Council , Maxim is active in an advisory role to the government in developing foreign investment legislation. As a member of the Kazakhstan Petroleum Association, he has reviewed and contributed commentary to many laws and regulations related to subsoil use. 

Engaged by the Ministry of Transport and Communications of Kazakhstan, Maxim has been involved in improving legislation with respect to concessions and private-public partnership projects. Since early 2013, Maxim has been engaged in advising the Ministry of Investments and Development and drafting new subsoil use legislation (Subsoil Use Code). This work involved close cooperation with the local industry associations - Mining Companies Association and KazEnergy Association - as well as various governmental bodies. He recently joined Kazakhstan Bar Association and was elected as a member of the Governing Council of the Arbitration Centre under the National Chamber of Entrepreneurs of the Republic of Kazakhstan. Since January 2016, Maxim has been included in the Methodological Council of the National Chamber of Entrepreneurs of the Republic of Kazakhstan on Legislative Activities.

Maxim is ranked in Band 2 for energy and natural resources by Chambers (2015-2017), which has also ranked him in Band 1 for corporate and finance for the past five years. He is also recommended as a top-tier individual in The Legal 500's legal market overview.
