The following seven individuals selected advise public authorities and private sector clients in relation to issues surrounding public procurement, from drafting and structuring procurement bids and PPP contracts to bid challenge and disputes arising from such arrangements.
Haynes and Boone’s Jorge Sánchez-Dávila advises on tenders, negotiations and compliance in relation to public contracts. Observers call him “a very visible and well-reputed presence”. Nicolas Borda is also very highly regarded and has recently been active in the Federal Electricity Commission’s public bids to develop natural gas transportation pipelines.
At the procurement and construction boutique COMAD, Roberto Hernández ranks as one of the top public contracts lawyers in our guide, regularly appearing in Mexico’s largest construction, energy and IT projects, among others.
Rogelio López-Velarde of López Velarde Heftye y Soria is well known for advising on large public bids in the energy sector. A source calls him “extremely thorough and punctual with his advice”.
Noriega y Escobedo’s Sergio Olivar is “a notable player”, say market observers, who is experience in structuring PPP projects, including highways, toll-roads and aqueducts.
Vicente Grau of Santamarina y Steta is highly regarded for his excellent practice covering many of the most significant privatisations, public bids and PPP contracts in the country.
At Mayer Brown, Ariel Ramos handles large PPP and procurement contracts in the energy sector, including large power and oil and gas infrastructure projects. Peers state that he is “a very knowledgeable and practical lawyer”.
